About Us

Municipal Services Authority (MSA) was formed in 2012 to serve as a risk-sharing insurance pool for its member agencies and as a platform for pooled purchasing of other benefit programs. In 2014, MSA became a founding member of the Municipal Insurance Cooperative (MIC), an insurance joint powers authority pooled purchasing program. MSA was able to immediately realize insurance premium savings by combining its insurance purchasing with the larger MIC market power.

MSA also joined with other public agencies in a joint powers authority for employee medical coverage. In 2014, MSA initiated a program for agencies to purchase employee dental coverage. Within the first year of the program, eight agencies were using the pricing and benefits available to the pool. Other programs will be established where enough common needs and shared economies of scale can be achieved. MSA purchases management and administrative services from Regional Government Services Authority in order to benefit from its shared platform for public agency services.
